INCIDENT COMMAND SYSTEM (ICS) TRAINING SERVICES

I have a Yahoo! forum for Los Angeles-based companies to help safety managers become effective on-scene facility incident commanders following the Incident Command System (ICS) requirements and incident management and operations as defined in OSHA 29 CFR 1910.120.

OSHA training is mandatory for chemical manufacturing companies and even though your company is not in this category, you can benefit from my customized training services in fire prevention, natural disasters, vulnerability analysis and general emergency response, working in cooperation with public service agencies. Learn from case studies that I have participated during more than 15 years of service when you use my training services. There are many ICS/HAZWOPER qualified instructors available in safety training companies, but when you ask these instructors about their hands-on participation at public incidents, most of them will give you a vague response. So, why not team with the best!

In 2000, I organized the First OSHA Symposium for On-Scene Incident Commanders at CalState University Los Angeles. It was a great experience to know the attendants were serious about quick emergency response. Join this unique forum at OSHA 1910.120 INCIDENT COMMAND SYSTEM and become an effective safety manager by deploying your emergency response plan for your company properly. MSDS Translation from English into Spanish for US, Mexico and Canada
Material Safety Data Sheets in Spanish are a mandatory requirement for American companies operating in Mexico and exporting products to Mexico. Our preparation or conversion services can help your company to meet the approved Mexican standard known as NOM-018-STPS-2000.

As an Industrial Hygienist with a degree in Chemistry also, I prepare the customization of your products’s MSDS information in a comprehensive language and I do not use language translation software. Each paragraph is validated for proper grammar and sentence structure as well as technical word spelling. Be aware that no translation machine provides the accuracy and intention of hazard warnings and chemical formulas nomenclature. Safety warnings are written using human factors theory and principles.

Although the manufacturer is responsible for providing valid and current data information, I revise the data and make an effort to validate parameters from an annotated bibliography. This ensures MSDSs are updated with an stamped revision date. Any MSDS older than three years is obsolete information.

MSDS preparation fees are based on customized MSDSs and professional time because every product has a unique combination of ingredients (sometimes known as trade secret). Each ingredient or chemical component has a combination of complimentary properties. For example, toluene in combustible oil might have additional warning properties than toluene in solvents. This is known as chemical risk management. For more information, you can order the EPA/Envirosense article that I wrote in 1990, “Mandatory chemical risk management could be wave of the future.” You need to order it from EPA because the document is classified under new information requirements.

The NOM-018-STPS-2000 replaces NOM-114-STPS-1994 and it is the standard basis to prepare Materials Data Safety Sheets in Spanish. The Mexican standard describes the minimum requirements of a system for the identification and communication of hazards and risks by hazardous chemical substances, that in accordance to their physical, chemical characteristics, toxicity, concentration and time of exposure, can affect the health of workers or damage the work place. It includes a non-mandatory reference table of 931 chemical substances for better comprehension of the standard and correct identification of their CAS, NFPA and HMIS classifications.

In the scope of work, I provide MSDSs in PDF format with security password to prevent modifications. MSDSs should be revised every three years according to DOT transportation standards. You can print or photocopy as many as you want for free. The electronic file is kept in my archives for three years and you can request revised information. The initial fee varies between $75-100 per MSDS according to the number of MSDSs. A 15% discount is applied if you order conversion of 10 MSDSs or more. Document delivery is through your email. Any additional requested copy is $50. Work starts when I receive your purchase order or approval so I can invoice your company with the purchase order. If you need the MSDS in less time (normal delivery is within 14 days), please contact me by phone so I can plan my time accordingly with a modified fee service (not to exceed 50% of the normal service). You can contact me at Mr. McDavid (213) 841-9598. I also prepare MSDSs according to the European Global Integrated Data standard based on risk management data. The preparation is $150 per MSDS. In addition, I can train your bilingual workers so they understand chemical risk handling and protection covered under the OSHA Hazards Communication Right-to-Know law.

Training is about assessing the skills of the learner with interaction. Any educator with a good teaching degree can tell you that. In safety education, the requirements to train employees differ from company to company. I’ve seen, for example, companies that train OSHA or DOT hazardous materials courses to their employees with minimum tools such as HAZWOPER video awareness presentations and questionable online safety courses. The main deficiency of these educational programs is the lack of personal interaction with the employee.

Usually, these companies and their employees require a safety remediation program to improve and apply thinking skills in safety, which are essential in adult learning. A greater understanding of accidents in safety is due to deficiencies in knowledge, employee skills, reasoning, action, problem identification, and considering alternatives.

If your company develops good safety policies in training requirements, the benefits are conmensurable with the profits and employees satisfaction. Among the safety benefits, I can think of, employees become better workers with the following safety traits:

  • Habitually inquisitive
  • Self-informed
  • Open-minded
  • Honest in facing personal biases
  • Prudent in making judgements
  • Orderly in complex matters
  • Diligent in seeking relevant information
  • Proactive instead of reactive
  • Enhanced intellectual integrity

Maybe it’s time your company develops the necessary complex competition skills to stay in business. If so, make an appointment and I will assist you.

RENT A BILINGUAL SAFETY DIRECTOR

With the expansion of authority created by Cal/OSHA in the regulations of the Illness and Injury Prevention Program, the amendment to read “competent person” is crucial as presented in recent Cal/OSHA’s IIPP orientation conferences. Cal/OSHA criteria, and not arguable, states that if a promoted supervisor or foreman with no appropriate training, education and experience is assigned the safety responsibility for overseeing a working group, and he is allowed to work with employees under company safety rules, then the supervisor is considered not competent.

To solve this problem, I believe it is necessary to certify company supervisors and managers as competent persons. My popular bilingual program Rent A Bilingual Health & Safety Training Director can initiate the required training of competent persons and compliance of services with certification of compliance and proper documentation.

HOW YOUR COMPANY ACHIEVES CERTIFICATION OF COMPLIANCE

The Rent A Bilingual Health & Safety Training Director Program customizes the training and skills of competent persons to do their jobs according to the following instructional and operational criteria:

1) I categorize your supervisors and managers’ skills breaking down safety categories by equipment, tasks, procedures & policies, chemical knowledge, and any additional categories that may apply to your work environment.

2) I work with your supervisors and managers to identify skill deficiencies in the categories systematically.

3) I visually analyze supervisors activities on-the-job to identify faulty behavior and organizational skills and recommend further training sessions on a quarterly basis.

4) I administer certification with proper documentation and train your supervisors to conduct effective safety meetings and inspections.

5) And, there is more as a bonus, MSDS preparation and revision, permits and emergency response preparation, monthly inspections, employee training and employee safety meetings.

HOW MUCH DOES IT COST?

The Rent A Safety Director Program is available by subscription to members and non-members.

Most small and medium business in California, Nevada and Texas are included in this business census bracket with less than 300 full- and part-time employees. I include here some recommendations based on workers compensation and legal attorney cases due to injuries in the workplace. Most cases are introduced legally under the OSHA General Duty Clause.

  1. Employees, who are not fluent in English, must be trained in an appropriate language so they understand safety rules and operational procedures.
  2. Employers must translate safety warnings and post them conspicuously in the workplace.
  3. Employers must pay attention to cultural differences and diversity skills. For example, supervisors and foremen, who speak English/Spanish or any other language, can observe problems and serve as a reporting liaison to management to look for behavior solutions.
  4. If feasible, all training materials should be in employees’ native language. Do not leave new and re-trained employees with the old training videos and return half hour later. Establish good communication skills and effective verbal contact with these employees.
  5. Training materials should be specific to the employees’ job description.

If your company cannot meet these recommendations, chances are your company has a long-term problem with health and safety compliance and fatal injuries and legal protection cases will follow.

For further assistance, give me a call or send me an email to set an initial appointment at your convenience.
